You unlock Citadel: The Council automatically after completing Freedom's Progress.There is no choice if the Council died and Udina became councilor. If you saved the council or if the council died, but Captain Anderson became a councilor, you can decide to be re-instated as a Spectre. They are skeptical about your Mission to stop the Collectors and don't believe that the Reapers' threat is actually real. If you didn't save the council, they will refuse to meet you. If you saved the council in the previous game, there is a meeting underway. You will be met at the Human Embassy by Captain Anderson. Head to the Citadel, and travel to the Presidium. When you take command of the new Normandy after the events of Freedom's Progress, you receive a message from Captain Anderson that differs depending on the fate of the council at the end of Mass Effect. Not to be confused with Assignments, in Mass Effect 2 there are a few Optional Missions and most of them revolve around choices in the first game. Delivering a fresh new take on the Narrative Adventure, your choices and character growth truly matter.
